Is Outsourcing the "New Normal"?

Recently ran across this Forbes article from March of 2018 (not exactly 'news') that discusses outsourcing as becoming the “new normal”. It also interestingly suggests that US firms are repatriating their manufacturing from off-shore suppliers. This is an interesting trend that is closely aligned with what MSI offers for solutions to manufacturers.
Outsourcing is a form of delegation. Most business leaders would be ham-strung without the ability to delegate tasks that free-up the leader’s time to focus on what they do best.
Is there a process, or a product that if you chose to outsource it’s assembly, might better position your company’s resources to launch a new technology or a meaningful product improvement?
